Dominick discusses a proposed amendment to the Constitution that would overturn the U.S. Supreme Court's One man; one vote principle applied to state legislative districting generally in Reynolds v. Sims, 377 U.S. 533, and in the companion case applying it particularly to Colorado, Lucas v. Colorado Gen. Assembly, 377 U.S. 713. Under the proposal, each state with a bicameral legislature would be required to apportion the districts for one house strictly according to population, but could choose to use multiple criteria to apportion the other.
