Dominick discusses the United States Senate's recent rejection of the financing of an automobile plant in the Soviet Union by the Export-Import Bank, stating that opposition to the proposal was caused by concerns that the plant could be easily converted to manufacturing armaments as well as the lack of political concessions imposed on the Soviet Union.
