Dominick discusses the danger of the concentration of power in the executive branch of government and says that he will work to maintain the balance of powers in the federal government. He gives several examples of what he sees as attempts by the executive branch to gain power by making unilateral decisions in matters of national security and military policy, including the Otto Otepka affair, an attempt by the Veterans Administration to close veterans hospitals including one in Grand Junction, Colorado and the decision by Secretary of Defense Robert S. McNamara to shift members of the Ready Reserve to the Standby Reserve without their permission.
