Dominick discusses the United States foreign aid program, including the yearly budget increases as well as some reasons why people are opposed to the military and economic assistance program. Dominick also discusses his view that the program has changed from lending temporary economic aid to needy countries to becoming a semi-permanent policy of providing subsidies to foreign governments.
