Dirksen discusses the Senate debate over the $1.6 billion appropriations bill to expand funding for President Lyndon B. Johnson's War on Poverty program, noting that Sen. Dominick vigorously debated the bill and also offered numerous amendments that were defeated. Dirksen reports that he and Dominick voted against the bill because they thought that the organization responsible for administering the program was disorganized and that program benefits were not being distributed to those in need.
